With a population of 25,168, Llanelli is the largest town in the west Wales county of Carmarthenshire.

Over the past two years, the Cynefin Place Coordinator, Aled Vaughan Owen, has worked closely with Llanelli Town Council and the Llanelli Community Partnership to try to make the town a great place to live for future generations by looking at new ways to make the community safer, stronger and more resilient to the impacts of climate change. Given its position on the Loughor Estuary, the Place Coordinator and community decided that a focus on planning for an emergency, such as flooding, would be the right thing to do.

The coming year will see Llanelli Town lead the way on creating Wales' first community-owned emergency plan that will work together with plans developed and delivered by the emergency services. This will help the town to become much more prepared for and able to recover from disasters in an uncertain future.
By working differently, Llanelli has positioned itself as a progressive place, where long term thinking about future uncertainty plays a part in day to day conversations.
Working with all levels of the community and making a firm commitment to delivering the goals of the Wellbeing of Future Generations Bill, Llanelli now has a strong vision for improving place and sharing learning with other communities.

In an uncertain future, the effects of a changing climate could have a big impact on some of the most deprived areas of Llanelli, with the risk of flooding from the sea, rivers and surface water. There are already some initiatives in place to attempt to minimise these risks, including Dwr Cymru Welsh Water's 'Rainscape' programme.
The Cynefin Place Coordinator has been supporting Llanelli Town Council and the recently formed Llanelli Community Partnership to work together with community groups, service delivery organisations, the public and private sectors to create an emergency plan for Llanelli that considers all parts of the community. Llanelli is looking forward to a happier, healthier and more resilient future.
